According to ${PORTSDIR}/Mk/bsd.port.mk, ${X11BASE} now _defaults_ to 
${LOCALBASE}, but users can still choose to set ${X11BASE} to another 
directory than ${LOCALBASE} when USE_NONDEFAULT_X11BASE is set (on my 
box they're the same}

I'm cc'ing x11@ to get some general consensus.
