Jeremy,

I got ssh going on 2.1.5, but with the USA_RESIDENT set to NO. 

I did notice that the Make could not find zlib.h - ssh depends on the 
zlib package (a bunch of compression routines). I think you should try 
installing the zlib port first, then retry the ssh port.
