Here on ftp.at.freebsd.org we have 5-10 failures per second on auditfile.tbz because of the usage of active ftp. We even get complaints from (so called?) firewall admins about our server scanning their networks. And fetch seems to be rather agressive when the socket connection fails immediately, which is caused by firewalls which reset the connection or send icmp unreachables or the like. I suggest changing the default retrieval method to passive ftp.
