Where was this change discussed?  I'm on -arch, -current, and -hackers,
and don't recall seeing anything like this come by.

I'm not complaining about the change itself (or picking on you David, this
is a general moan :-) ), just that an advance warning, or, better, a brief 
document that discusses the architectural merits of changes like this, so 
that the -doc project can try and keep the docs updated, would be nice.
