Jack Vogel <jfvogel@gmail.com> is a good person to talk to, he works
at Intel.  Unfortunately he is as short on time as everyone here :-)

I sent him a patch that makes ixgb(4) usable with altq some time ago
and he said he'd take a look at it as time permits.
