Actually, Cygwin is an environment, which includes gcc and other
developer utilities for porting unix programs, and also a bash shell,
various standard commandline unix utilities, etc.  I've used it when I
had no option, and it's quite nice: you get the user-friendliness of
unix and the stability of windows :)

(BTW GCC continues to have its copyrights transferred to the FSF so
it's not really owned by Red Hat, though RH does pay several
developers.  I'm not sure about Cygwin.)
