Clang is not complete on PowerPC yet.  LLVM in subversion, to be 3.3 I
think, has full support for ppc64, but there are still some missing
features for 32-bit, namely TLS and PIC. So for now WITH_CLANG_IS_CC
doesn't work for PowerPC.
