	SYNOPSIS
	     #include <unistd.h>

	     int
	     chroot(const char *dirname)

	DESCRIPTION
	     ...
	     This call is restricted to the super-user.

problem with chroot() which allows non-root users to chroot somewhere,
that's another matter entirely.
