 Please close - the fix is that in 7.0 you apparently need the TOOLCHAIN
 appears to be required.
 
 I.e. my fix was in the CONF_WORLD to comment out NO_TOOLCHAIN on the world
 configuration options in our nanobsd conf file:
 
 #NO_TOOLCHAIN=YES
