usage: portupgrade [-habcCDfFginOpPPqrRsuvwWy] [-A command] [-B command]
        [-S command] [-x pkgname_glob]
        [[-o origin] [-m make_args] [-M make_env] pkgname_glob ...]

# portupgrade -N -m '-DOPENSSH_OVERWRITE_BASE' openssh-portable

should do well for you.  The other reply that recommended editing
pkgtools.conf would be quite wise for upgrading later.
