We can easily add a glue to the etc/Makefile's distrib-dirs target so that
it pre-checks that these users exist, and if they don't, suggests manually
updating the passwd database or using the mergemaster(8)'s -p option.  The
last one could be tricky if the installed mergemaster(8) does not have it.
