The syntax for csh and tcsh does not have the equals sign.  Try
"setenv BLOCKSIZE 512".

I have confirmed that ls(1) reports 512-blocks when BLOCKSIZE is
unset or set to 512, and 1k-blocks when BLOCKSIZE is set to K.
