There is commercial product "bw-mgr" here for FreeBSD: www.etinc.com

Full function 1-hour-timeout evaluation version for 
download.  Includes MRTG support and web admin interface.  bw-mgr is 
included with the etinc WAN cards or $600 stand-alone.
