Well, the US Government *does* refer to many of the things
it does and produces as "products," so I wouldn't exactly
say that none of it was productized.

Also, one might say that the BSD TCP/IP stack was a product
of the US Government via DARPA.

So, I would disagree with him, but on the grounds that
much of the software and/or services really *were* productized.
