You do not have glib20 properly installed.  Go to
/usr/ports/devel/glib20, and rebuild and reinstall it.

You misunderstand the utility.  pkg-config is a tool to help
applications find dependencies.  It is not part of the FreeBSD system,
but rather something that the GNOME camp put together for their
applications.
