The scroll bars are handled by whatever you run, not by the X server
itself. (Unless you're trying to use a virtual display with a
resolution higher then what your monitor/video card can handle).

Do "man xterm" if you want the scroll bars for the terminal window you
open

That'd really depend on what Window Manager you use. 
| 3. I have the last statement in my .login file set to startx.

Check paths :)

as root, do "echo $PATH", then do the same as a user - if they match,
then it's a diff problem. If they are not identical, make them
identical and try the startx again. :)
