xdm seems to want XDM-AUTHORIZATION-1 instead of MIT-MAGIC-COOKIE-1, as it always has in the past.

start xdm via /etc/ttys
view /usr/X11R6/lib/X11/xdm/xdm-errors

In /usr/X11R6/lib/X11/xdm/xdm-config 

change: DisplayManager._0.authorize: true
to: DisplayManager._0.authorize: false
