That is working as designed. Direct logins as root are a huge security risk. I (as would most others) suggest you keep doing things the way you are. If you want more info search the mailing list archives. http://www.freebsd.org/search/ But, I'm not one to withhold information, if you truly wish to shoot yourself in the foot take a look at "man 5 ttys" and also the /etc/ttys file.
