That is working as designed.  Direct logins as root are a huge security
risk.  I (as would most others) suggest you keep doing things the way you
are.  If you want more info search the mailing list archives.

But, I'm not one to withhold information, if you truly wish to shoot
yourself in the foot take a look at "man 5 ttys" and also the /etc/ttys
file.
