Moreover,

ENCODING     "ISCII"

Is not supported by libc. I don't understand, is ISCII-DEV multibyte or 
not. 

If it is multibyte, and not one of EUC, UTF2, BIG5, MSKanji, its scheme 
must be implemented first in libc.

If it is NOT multibyte, encoding should be NONE and correct 256bytes 
map.ISCII-DEV should be supplied for colldef, not just 00..FF order.
