Something that just came to my mind - has there been any consideration to
throwing this type of message onto -announce periodically, much like NetBSD
is doing? That would help keep a large number of users (who may well be
tracking -stable, but who simply don't care to read the -ports mailing list)
in touch with ports progress.

Just a thought.
