I myself feel to close it, since I _myself_ only want a tcsh as port
that acts like a tcsh that one will find when he upgrades to 4.x/5.x.

David is quite correct with "official bits" here. I tried to speak
with Will about that, but he doesn't seem to have an opinion about
that ("Do what you want") ;-))) (ha! not quite correct [we came to no
conclusion, however]).
