The problem is going to be the Win98 end -- the "best" VPN protocols
(IPSEC, et al) don't have free drivers on win98, though you can buy
software to support them.  If Windows 2000 is an option on that end,
then it does IPSEC natively.

I don't recommend PPTP if you care about security.
