State-Changed-From-To: open->suspended

State-Changed-When: Fri Mar 19 19:50:16 PST 1999
State-Changed-Why:
I cannot reproduce this bug locally.

Are you sure /etc/nologin really exists?
Are you sure if you changed inetd.conf that you reloaded inetd?

Please respond with any error messages.
