I am using dump for backup. I put the volumes I am more likely to need
restored first in the tape for faster access.

What I ended up doing was:
/
/usr
/var
/usr/X11R6
/usr/common

I put in common man pages, documents and things which are unlikely to
change  (or at least, less often than X11R6)
