Quite a few programs let you do it: telnet, bind, postfix, lyris, to
name a few.

Curiously, I had bind running bound to an alias interface for legacy
purposes for a while.  For kicks one day, I turned on log_in_vain for
udp, and was getting *lots* of udp packets to the primary address.  I
had to tell bind to just go ahead and listen on all interfaces, yet
still use only the alias for outbound messages.
