I wonder if this could be a problem for some languages where a word changes when used in e.g. singular/plural form, or with declinations, cases, and so on. A prime example: in the Russian version of the Handbook, the title for chapter 4.5 is "=C8=F1=EF=EE=EB=FC=E7=EE=E2=E0=ED= =E8=E5 =CA=EE=EB=EB=E5=EA=F6=E8=E8 =CF=EE=F0=F2=EE=E2", and the word used, 'Kolekcii', is a derivative of the word 'Kolekcija'.
