We use Portmaster 2e's at our ISP.  Customers on our service with
dedicated static IP dialup accounts have to have a specific portmaster to
dial into because of routing issues.

Sounds like the routing to your static IP 209.47.145.213 is being routed
to 209.47.14.10.  So if you call in and catch a dialup line on
209.47.145.11 or 209.47.145.12 the return packets for your IP address is
still being routed through 209.47.145.10.  Since your not logged into
portmaster with IP address 209.47.145.10 your return packets are never
reaching you.  What could be a short term solution is for your ISP to give
you the first dialin line to the last portmaster in his hunt group and
configure routing for static IP customers to route through the last
portmaster.
