I thought the 3.1-RELEASE directory contained only the i386 release
(shouldn't this be x.x-RELEASE/i386 or something). You should consider
trying a 3.x snapshot from
ftp://ftp.cdrom.com/pub/FreeBSD/releases/snapshots/alpha.
