I was having the same problem with it, the recent update has fixed it
for me,
openoffice.org-3.1.0

Makefile: # $FreeBSD: ports/editors/openoffice.org-3/Makefile,v 1.316
2009/05/16 06:23:58 maho Exp $

I was able to download and install a dictionary package without any
issue after this update.

You might try updating to 3.1.0, and if you're still having problems,
try this patch,
http://docs.freebsd.org/cgi/getmsg.cgi?fetch=48665+0+archive/2009/freebsd-openoffice/20090503.freebsd-openoffice

(apply from /usr/ports)
