As root...
these are the following things I do for a FreeBSD Floppy:

fdformat -y -f 1440 /dev/fd0
bsdlabel -w /dev/fd0 fd1440
newfs -L FreeBSD /dev/fd0

For a Dos floppy:

fdformat -y -f 1440 /dev/fd0
newfs_msdos -f 1440 -L MSDOS /dev/fd0

Perferably I would use  sudo  to execute the above commands as a user.
see sudo(8) and visudo(8)


To mount the floppy I use the following:

FreeBSD floppy...
sudo mount -v -w /dev/fd0 /home/aj/floppy

DOS floppy
sudo mount_msdosfs /dev/fd0 /home/aj/floppy

Just make sure to create a subdirectory in your home directory.

see mount_msdosfs(8) and for cdroms mount_cd9660(8)
