Maybe:
ps axwwwo pid,time,command
According to ps(1):
time ... "accumulated cpu time, user + system"
Unfortunately, I'm not able to find a way to get user time separate from
system time ("time" -- aka "cputime" -- only gives combined "user" plus
"system" time).
