Full Description:
I attempted to install the 4.0 release candidate #1 from a Wangtek 51000HT
SCSI tape drive.  The install program did not recognize that a tape install
medium is available because the tape drive (with a tape inserted) needs more
than 15 seconds to complete its reset.  This problem also exists in older
releases of FreeBSD.

Reproduce:
Attempt to install from a Wangtek 51000HT SCSI tape drive.

Fix:
Could the SCSI reset time delay (in the kernel) be increased to 20 seconds,
or could an extra delay be added to the install program?
