Dear FreeBSD users...

I have a FreeBSD 4.1-STABLE system (2000-09-08). After editing
/etc/hosts.allow, I find out that sshd can't work if I don't manually set it
to allow any connection in /etc/hosts.allow.
Is this the default behaviour?
