They must in order to be RFC compliant.  If somebody feeds it a local
address  "From: John Smith <jsmith>"  or  "From: jsmith (John Smith)"
then the MTA *MUST* qualify it with a fully-qualified domain name before
it leaves the local machine/domain.  ie: it MUST convert it to either
"From: John Smith <jsmith@foo.org>" or "From: jsmith@foo.org (John Smith)".
