One other note.  

This is a Compaq Presario 1200XL and only has the one serial port.  I
commented out sio1,sio2, and sio3 in kernel config and made a new
kernel.  This shifted the modem into sio1.

I haven't configured PPP yet but I have no problem controlling the modem
and dialing out with minicom.
