They do, but some non-trivial fraction of the poor performance is drivers.
My desktop at work does DAE at less than 1x speed, while my office mate,
with an indentical machine can get 8xish, under NT.  
At home, I get 2X from the IDE drive and 12X from the SCSI 16X one.
