Did you add those along with and after the EXTRA_INCDIRS stuff?  Else
the extra bits wouldn't have been stuck into INCLUDE_DIRECTORIES yet.

LOCALBASE != /usr/local is liable to be pretty rare, but I think it's
still theoretically supported, so...
