Yup. Not sure about your observation of "some applications" as it seems 
to have a delay for me in everything.

Suspect sound output doesn't start until the buffer hits some watermark.
I looked at the code way back but didn't spend enough time to figure out
exactly when the sound generation starts once the buffer starts filling.
