Section 6.2.3 of the handbook is the last section referencing /usr/local/lib/browser_plugins/ to link FireFox plugins since PR docs/137703 was committed.

The attached patch replaces the /usr/local/lib/browser_plugins/ directory with $HOME/.mozilla/plugins/ to keep the plugin location consistent throughout the handbook.
