Only a few 4 MB machines are reported to have successfully booted the
2.1R installation floppy.  5 MB are the required minimum.  (People are
working on it to get it back to 4.)

Perhaps you could add another 4 MB RAM just for installation, or
pre-install the hard disk in another machine?
