This means that /dev/wd2s1e does not exist!
You have to type
# cd /dev
# ./MAKEDEV wd2s1c
# newfs /dev/rwd2s1e
             ^
(according to FAQ 2.15 you need to give the rawdevice to newfs, it will
be created automagically by MAKEDEV wd2s1c )
