Why don't you have your clients subscribe just one address each and then use their local mail system as an "exploder"? That allows the local mail admins to control who gets what and also significantly reduces the amount of mail leaving your mail server(s) and entering theirs. The one down side of this is you can't control submissions to subscribers only unless you do it on a domain-only basis because most of the readers won't be subscribed individually. Being a newsletter rather than a mailing list, user submissions may not be an issue.
