I'm not sure if you are just trying to be funny or I'm sleepy or
something. ;)

Let me try to spell it out.  FTP_PASSIVE_MODE is set in the
environment (not /etc/make.conf).  The fetch(1) manpage says that
environment variable makes fetch use passive mode ftp.

Why does bsd.port.mk have to add -P to the argument of fetch if the
environment variable already turns passive mode on?
