Hmm.  I think that Frankenburg would be unlikely to make such a mistake, given
his history.  Maybe the reporter dropped a "not" between the "are" and the 
"required".  Wouldn't be the first time something like that happened...
Anybody got Frankenburg's e-mail?  Maybe we should ask him.
