Thanks for the great comments, but after peering at the code again I 
realized the true problem.  The developer wrote the code in Windows 95, 
and is porting it to the two unix servers--I suggested he use select, 
which he did, but being unfamiliar with the timeval structure he assumed 
tv_usec was milliseconds, the true problem was he was 'sleeping' with 
select for 500 microseconds.  User Error :b
