"RC4 builds begin * 29 October 2014 30 October 2014 Fourth release
candidate."

would indicate it's ready for consumption, plus the files are available off the
ftp server.

Both make it "officialish" for me.

I've submitted a couple of vt terminal issues and was intending to test them
against RC4. If they continue to be an issue, I intended to update them.

Why now? Well, it's easier to do an upgrade on Saturday and Sunday than during
the week.
