To be exact, the sector size of VCD (White Book) tracks is
2352 bytes, 2324 of which are actual MPEG system stream
data.

MpegTV is clever enough to detect and skip the 28 bytes of
sector metadata, so you can directly pipe a VCD track from
tosha into MpegTV under FreeBSD, for example, to watch a
VideoCD.
