You need to create it and configure gated with it.  Consult the gated
documentation, which is in the source archive, the man page, or perhaps it
was installed in /usr/share/ somewhere.  One of my UNIX books has an
extended discussion of it, either O'Reilly's 'TCP/IP Network
Administration' or 'UNIX System Administration Handbook', but I'm not near
them at the moment so I'm not sure offhand.
