Probablility zero.  UTSL.  This sysctl is broken as "designed".  It does
exactly what its name suggests (controls the call to Debugger() from
panic()) but not what is needed (control never calliing Debugger()
or kdb_trap() except possibly for the Ctrl-PrintScreen hotkey).
