Actually, the problem is they[1] used the old mergemaster(8) still
in the system which used NO_MAKEDEV during 'make distribute'. It
seems best to either wait until installworld is finished before
using mergemaster(8) or run /usr/src/usr.sbin/mergemaster/mergemaster.sh
[1] yeah, I got caught by this twice before figuring out what
was happening.
